Obligations for solar panels in Flanders: June 2025

From June 30, 2025, a new regulation will come into force in the Flemish Region: all buildings consuming more than one gWh of gross electricity per year will have to be equipped with photovoltaic solar panels or other renewable energy technologies. Here's what you need to know about this new obligation.

Which buildings are affected?

This obligation mainly concerns companies and public organizations. To be affected by this regulation, a building must have consumed more than one gigawatt-hour of gross electricity in the year 2021. Public buildings are also subject to this obligation, but the threshold is set at 250 mWh per year.

Which technologies are accepted?

In addition to solar panels, other options include new wind turbines, biomass or biogas cogeneration plants and new heat pumps. The number of solar panels required will gradually increase over the coming years.

Exceptions and derogations

Certain works of art and cultural monuments are excluded from this obligation. What's more, if a building's average electricity consumption has been more than 10% below one gWh over the last three years, the obligation can be lifted.

VEKA inspection

The Flemish Energy and Climate Agency (VEKA) will be responsible for monitoring compliance with this regulation. Owners and users of the buildings concerned will be required to provide the necessary data within 60 days of a request from VEKA.
